City of West Hollywood Request for Proposals for Dockless Mobility Operator Service

The City of West Hollywood seeks proposals from shared on-demand personal mobility device operators to implement and operate a dockless shared mobility system within the city. The selected vendor must provide first- and last-mile transportation options, maintain sidewalk accessibility, manage fleet rebalancing, and execute safety- and order-enhancing operations, such as preventing sidewalk riding and improper parking. Vendors must also submit detailed pricing structures, including basic pricing, low-income options, cash payment methods, non-smartphone options, and safety records for two North American markets serving 100 to 500 devices. The contract term is for one year. Eligibility is restricted to onshore USA entities. Applicants must submit proposals electronically through the City's PlanetBids portal by November 25, 2026, at 5:00 P.M. Pacific Time. Questions regarding the RFP must be submitted via the portal by November 6, 2026, at 5:00 P.M. Pacific Time. The City will evaluate proposals based on responsiveness, qualifications, compliance, technical excellence, reference checks, and an interview or demonstration.
