Turnkey Development Partner Services for Fort Wayne Housing Authority Projects

The Fort Wayne Housing Authority (FWHA) requires a turnkey development partner to co-develop an existing FWHA development project through construction completion and conversion. The selected partner must provide professional services, hire general contractors and trades, secure financing and guarantees exceeding FWHA's capacity, assist with housing tax credit applications, and create a cost-effective construction plan and schedule. FWHA, or its non-profit affiliate, will retain long-term property ownership after conversion. Eligibility is restricted to onshore USA organizations. Applicants must submit a Fee Proposal (Attachment B), a staffing plan, a timeline of deliverables, at least five references, and a signed Form HUD-5369-A. Proposals are due by November 30, 2026, at 5:00 PM ET, and can be submitted digitally via email or online. All written questions must be submitted by November 9, 2026, at 12:00 PM ET. FWHA will evaluate proposals using a 100-point Best Value method based on demonstrated experience and past performance (35 points), technical capabilities and management plan (20 points), proposed costs (15 points), demonstrated understanding of the requirement (15 points), and technical approach and work plan (10 points).
