Paulding County Comprehensive Plan Five-Year Update Service

Paulding County, Georgia, is seeking proposals for RFP 27013-4201 to perform its 2027 Comprehensive Plan Five-Year Update. The selected contractor will deliver services to promote orderly growth and development consistent with community goals, create a community work program, and conduct community engagement. Eligible offerors must be onshore U.S. organizations capable of performing the work offsite. Offerors must submit their proposals digitally through the Bonfire e-procurement portal. Submissions must include key team member experience, up to four relevant case studies, up to two digital examples of final project documents, three references for similar jobs, a proposed project schedule, and a separate cost/price proposal detailing all fees as firm-fixed or not-to-exceed prices. Questions must be submitted by November 13, 2026. Evaluation scores will be based on technical merit (70 points total, prioritizing criteria such as experience) and proposed price (30 points), with up to 20 additional points available if in-person presentations are held.
