Lowcountry Council of Governments Building Inspection and Housing Rehabilitation Specialist Services

The Lowcountry Council of Governments in Yemassee, South Carolina seeks a qualified Housing Rehabilitation Specialist to provide general construction management and oversight for HUD-funded Lowcountry Regional HOME Consortium programs. The requested scope includes inspecting residential properties for code conformance, preparing line-item cost estimates, assisting with proposal openings, managing change orders, monitoring lead-based paint abatement, and providing final inspections and after-market values. Eligible applicants are USA onshore organizations with qualifications such as a high school diploma or G.E.D. and considerable experience in housing construction, government-funded rehabilitation inspection, or residential construction management. Applicants must submit one original and three copies of their proposal in person, by U.S. Mail, or by private courier service by 2:00 PM on November 20, 2026.
