Homelessness Prevention, Diversion, and Rapid Exit Program Services RFP

The City of Raleigh Housing and Community Development Department seeks a vendor to provide homelessness prevention, diversion, and rapid exit program services offsite. The selected contractor will deliver services to prevent households at imminent risk from becoming homeless and to divert or rapidly exit households experiencing homelessness from the homeless response system. Eligibility is restricted to onshore, USA-only organizations, and there is no match requirement. Applicants must submit a proposal that includes a task and deliverable schedule, a complete cost schedule with fully burdened hourly rates, a signed Proposal Cost Form, a signed Proposer Questionnaire, a signed Exceptions to the RFP form, and any signed RFP addendums. Additionally, proposers must submit a minimum of three business references. Interested vendors must submit all questions by November 6, 2026, and submit final proposals by November 17, 2026, no later than 5:00 PM EST.
