About this opportunity
AI summaryThe Arnold Engineering Development Complex seeks innovative whitepapers from members of the AEDC Velocity Alliance Consortium and industry partners via SAM.gov to design, procure, site, install, integrate, and accredit temporary secure working areas. The effort includes a base design and feasibility phase to deliver an approved design package for two original equipment manufacturers, alongside optional efforts to procure, deliver, install, and accredit the prefabricated facilities. Offerors must email their CAGE code to the points of contact to verify NIST and CMMC certification before receiving requirement documents via DoD SAFE. Eligible offerors must meet statutory requirements under 10 U.S.C. 4022(d) for Other Transaction Authority, and SAM.gov submitters must demonstrate CMMC Level 2 compliance. Submissions must include firm-fixed-price milestones for the base design phase, a rough order of magnitude estimate for optional phases, and technical capability statements. Evaluators will assess submissions using a compliance screen, technical competency factors based on past experience, and price realism. Offerors must submit electronic PDF responses by 4:00 pm CST on November 20, 2026.
