Center for Instruction, Technology & Innovation Financial Advisory and Planning Services

The Center for Instruction, Technology & Innovation seeks proposals from qualified individuals or firms to provide independent financial advisory and long-range fiscal planning services. The contractor will evaluate school agency financial management practices, budget development, resource allocation, staffing configurations, revenue streams, and long-term fiscal sustainability to support informed decision-making and transparency. CiTi will award contracts on a best-value basis for Purpose I to serve Altmar-Parish-Williamstown and Hannibal Central School Districts, while Phoenix Central School District will separately determine the award for Purpose II. Only onshore United States organizations may submit proposals. Applicants must submit questions in writing by November 16, 2026, and deliver complete proposals digitally via email or online by Friday, December 4, 2026, at 1:00 p.m. Required submission forms include the Non-Collusive Bidding Certification, Iran Divestment Act Certification, General Acknowledgement, District Designation Form, and Form W-9. Evaluation criteria include experience weighted at 30% and cost or fee schedule weighted at 10%.
