Sign Language Proficiency Instrument Interviewer and Raters Multiple Positions Rolling Enrollment services

The agency is seeking Sign Language Proficiency Instrument (SLPI) interviewers and raters for multiple positions through a rolling enrollment process. This initiative aims to improve educational and special education services for deaf or hard of hearing students in state schools. The agency intends to continue utilizing the SLPI, a nationally recognized assessment tool, for the duration of its collaborative funding. Contracted personnel must conduct interviews with candidates and rate these interviews according to established SLPI criteria and dimensions. Selected vendors will meet with other team members to reach consensus on candidate scores and write final reports on an equable, shared basis. Responsibilities also include approving all SLPI reports for submission, corresponding with candidates, scheduling evaluations, maintaining files and videos, and assigning interviewer-raters to candidates. The agency requires a pre-qualified roster of SLPI interviewers and raters to be available at all times. If the pool needs expansion, the agency will offer training sessions, prioritizing applicants who have not yet undergone training. Existing contract holders may also be required to undergo refresher training during the contract term at the discretion of the agency. Applicants must provide a letter from their employer indicating support for their participation in this program, acknowledging the significant training investment and time commitment. The overall goal of the work is to assess sign language communication skills, considering both function and form, while supporting individuals in developing their sign language communication skills. The contract term will span ten years. Only onshore organizations based in the United States are eligible to apply for this opportunity. Vendors will perform the work onsite or offsite, carrying out tasks in their own office locations. The agency is looking for proposals to determine the budget.
