Equity Priority Communities Framework Evaluation and Support Project Services- Budget - Up to 500,000 USD

The Metropolitan Transportation Commission, a government authority located in California, is seeking a consultant to provide Equity Priority Communities framework evaluation and support project services. The agency needs to critically examine its existing Equity Priority Communities framework, assess its performance across key functional and equity dimensions, and collaboratively identify limitations and opportunities for improvement. This project aims to solve the problem of outdated or ineffective regional equity measures by developing a set of potential conceptual frameworks that more effectively advance regional equity and better serve the San Francisco Bay Area's historically underserved communities. The scope of work covers phase one evaluation of the refresh project, with a potential to proceed to phase two implementation following the evaluation. The selected consultant will perform stakeholder engagement, data review, and community-informed analysis to support the framework evaluation. All work under this contract must be performed offsite. Eligible bidders must be onshore United States organizations. The agency has established a budget of up to 500,000 USD for these services.
