The Department of Youth Services in Boston, Massachusetts, is seeking to establish a broad network of career, technical, and workforce training services for youth in residential and community settings. The agency aims to reduce recidivism and eliminate employment barriers for youth transitioning back to the community from residential treatment programs. To solve these challenges, the agency requires programs designed as small, entrepreneurial businesses that allow youth to build workforce competencies and experience while earning a wage. The scope of work covers the implementation of an enhanced, comprehensive workforce development model that develops academic, technical, and employability skills. This model must lead to meaningful employment in high-demand regional jobs that offer benefits and family-sustaining wages. The selected partners must also build employer relationships to increase training and employment opportunities while providing youth with transferable skills, pro-social behaviors, and credentials. Eligible entities include vocational and higher education institutions, unions, businesses, nonprofit organizations, and community-based organizations. Bidders must be onshore organizations based in the United States. The agency requires the performance of all work to occur offsite, and bidders must submit their proposals digitally via email or online. The agency is currently looking for proposals to determine the budget and has not disclosed a specific funding limit.
