Cooperative Watershed Management Program Service

The District of Columbia Department of Energy and Environment is seeking a vendor to provide cooperative watershed management program services. The agency needs to establish a structured watershed group and gather foundational data to address water quality, water quantity, and restoration needs within the local watershed. This initiative aims to solve the problem of uncoordinated watershed management by establishing formal organizational structures and identifying targeted restoration projects. The scope of work covers developing a mission statement, vision statement, goals, articles of incorporation, bylaws, and business practices for the watershed group. The selected vendor must gather information on watershed issues through literature research and consultations with government agencies, local universities, and stakeholders. Additionally, the project requires conducting pre-planning activities, outlining a watershed restoration plan, reviewing existing plans, collecting baseline information, evaluating site alternatives, developing project requirements, and evaluating design alternatives. Only organizations based onshore in the United States are eligible to submit proposals for this opportunity. The agency requires all performance of the work to take place offsite. The agency has not disclosed a specific budget and is currently looking for proposals to determine the cost of the services.
