RFI for Human Performance Optimization Model Platform

The agency is seeking to transform its Morale, Welfare, and Recreation fitness program into an integrated Human Performance Optimization (HPO) model. This initiative aims to identify industry capabilities across programming, service delivery, education, and technology to enhance human performance within Navy fitness operations. The agency seeks to integrate advanced technologies, digital applications, and virtual delivery methods into training, education, and daily operations. The project covers the continuous development and optimization of programs and services delivered to the Warfighter. Key areas of focus include sleep and recovery, injury prevention, physical training, stress management, mental and emotional health, and nutrition and fueling, utilizing mixed-method assessments and metrics. The agency intends to enhance workforce capability, promote accessibility and inclusion, drive innovation, measure outcomes, and foster collaboration and knowledge sharing. Eligibility requires bidders to be an onshore USA organization. The performance of the work will be conducted offsite, meaning the vendor will carry out the work in their own office premises. The agency is looking for proposals. The response date for this RFI is September 14, 2026, at 3:00 PM CDT. The RFI was published on July 15, 2026.
