The buyer requires population and growth modelling software to produce transparent, repeatable, and scenario-based population, household, age cohort, and demographic projections. The software must integrate demographic, economic development, housing, building permit, assessment, land supply, and infrastructure data. It needs mapping and spatial analysis capabilities across various custom and municipal geographies, alongside dashboards, charts, maps, and exportable reports. The tool must integrate with common municipal GIS, spreadsheet, database, and business intelligence systems, and support scenario modelling using alternative growth, housing, occupancy, migration, and development timing assumptions. Only Canadian organizations are eligible to bid. The vendor must perform all work offsite and register on the Issuing Authority website to download the unwatermarked RFP.
