South Coast AQMD requires a vendor to provide a full range of software systems development, maintenance, and support services for a one-year contract period. The buyer needs the vendor to support enterprise platform products, including PeopleSoft, Sitefinity, Esri ArcGIS, and OnBase. The scope includes evaluating solution alternatives, managing projects using approved platforms like Azure DevOps and Teams, and performing planning, analysis, design, coding, testing, debugging, and documentation. The vendor must design secure, accessible, API-first, modular, and cloud-ready solutions. Eligible bidders must be onshore USA organizations, and the vendor will perform all work offsite. Bidders must submit proposals digitally via email or online, and the buyer requests proposal-based pricing to establish the budget. South Coast AQMD will hold a pre-bid meeting on October 21, 2026.
