RFI for EMS Mobile Application - Sources Sought

The buyer seeks a vendor to provide an Emergency Medical Services (EMS) mobile application. The selected provider must independently maintain a database with updates for equipment manufacturers' guidelines and hospital destination information across all customer locations. Additionally, the provider must perform protocol authoring, design, and content support services for command-wide and base-specific guidelines, as well as offer customer support via app chat and email. The application must operate offline on any device running current iOS or Android systems and feature intelligent search. This search functionality must answer questions regardless of query phrasing using pre-approved, non-probabilistic answers, prioritize user-determined rules for conflicting guidelines, and customize content based on medical guidelines, local base rules, scope of practice, location, equipment, inventory, and patient details. The buyer limits eligibility to onshore US organizations, mandates offsite work performance, permits digital submission via email or online, and requests proposals for budget evaluation.
