The buyer requires a modern, enterprise-class, web-based Learning Management System to replace fragmented legacy platforms, spreadsheets, and manual workflows. The vendor must provide a configurable Commercial Off-The-Shelf solution to serve as the operational hub for agency training, academy operations, certifications, regulatory compliance, scheduling, asset inventory, reporting, and customer support. Scope requirements include offsite work performance, data migration from sources such as PoliceOne, Agency360, Excel, SQL, and SharePoint, system maintenance, training, and compliance with CJIS, SOC 2, ISO/IEC 27001, NIST, and FedRAMP security standards. The buyer also requires specific SLAs, customer support tiers, and details regarding AI functionality. Only United States organizations are eligible to bid. The buyer accepts digital proposals via email or online and asks vendors to submit budget proposals. Vendors must submit all questions no later than September 21, 2026.
