Homeless Management Information System Solution

The buyer requires a compliant Homeless Management Information System (HMIS) software solution, licensing, implementation, training, maintenance, and support services to fulfill its HMIS Administrator responsibilities. The requested scope includes procuring the software and infrastructure, refining high-level requirements into testable functional, technical, and security designs, and training Agency IT staff and end users. Additionally, the contractor must execute data cleansing, normalization, classification, labeling, conversion, and migration from existing applications to the new system. The vendor will also provide go-live transition support, post go-live configuration validation, system upgrades, warranty support, and ongoing operations and maintenance. To qualify, eligible bidders must be onshore USA organizations. The vendor will perform all work offsite. The buyer accepts proposals to determine the budget and requires vendors to submit all questions no later than October 15, 2026.
