E-Signature Platform

The buyer requires an enterprise-level electronic signature solution to replace its current service and expand adoption across the agency. The requested scope includes providing advanced regulatory controls, native audit logging, and support for simple, advanced, and qualified electronic signatures. The platform must feature customizable forms, document templates, user management, domain support, auto-archiving, volume alerting, and the ability to disable inherent artificial intelligence capabilities. It must also support single sign-on, multi-factor authentication, multiple operating systems and browsers, and seamless integration via APIs with agency systems like contract administration, housing management, and grant management. Only onshore US organizations may participate, and contractors will perform the work offsite. Bidders must submit questions no later than October 1, 2026, and they may submit proposals digitally via email or online. The buyer seeks proposal pricing for a three-year contract period.
