The selected vendor designs, conducts, supervises, quality assures, analyzes, and documents research commissioned under each task order. For quantitative research, the required scope includes developing or refining questionnaires, proposing sampling methodologies, programming and pre-testing survey instruments, and preparing instructions. The vendor recruits, trains, and supervises field staff, manages online panels, and arranges venues, platforms, transportation, and incentives. Additional duties include developing screening questionnaires, moderator guides, and interview guides, providing trained moderators and interviewers, and offering recording, simultaneous interpretation, translation, and transcripts. The vendor provides structured notes, thematic analysis, narrative reports, and presentations. Only onshore USA organizations are eligible for this opportunity. The buyer requests proposals to establish the budget. Vendors perform the work both onsite and offsite. Vendors submit responses digitally via email or online.
