The Department of the Air Force intends to negotiate and award a sole-source contract to Pavion (formerly CTSI) for a 1-year comprehensive service, maintenance, and training agreement for the 72 ABW Crisis Action Team (CAT) Audio/Visual (A/V) and Video Surveillance Systems at Tinker AFB. The installed system architecture incorporates custom-compiled control software, uncompiled source code, and integration configurations owned exclusively by Pavion. Market research confirms that Pavion is the only responsible source capable of fulfilling this requirement without causing unrecoverable mission delays, system vulnerabilities, or unacceptable cost duplication due to proprietary software lock-in.
