The Department of Veterans Affairs Medical Center (VAMC), HSA 1.3 Contracting, 200 Veterans Drive, Beckley, WV 25801, is soliciting Architect/Engineer (A/E) Services to provide Schematic Design, Life Cycle Cost Analysis (LCCA), Design Development, Construction and Bid Documents, Specifications, Construction Cost Estimates, and construction period services for the Renovate Specialty Clinics on 2nd Floor project at the Beckley VAMC, 200 Veterans Drive, Beckley, WV 25801. Submission Requirements This acquisition is for A/E Services and is procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. To be considered for this contract, firms shall submit SF 330s electronically as follows: Submit SF 330 Parts I and II by email to [email protected] as a single Adobe PDF file (no larger than 10 MB). NAICS 541310; size standard $12.5 million. No solicitation package or bidder/plan holder list will be issued, and no solicitation documents are available. This procurement is subject to the availability of funds. The Government is under no obligation to award a contract because of this announcement. A/E Eligibility and Disciplines The selected A/E firm shall meet the FAR 2.101 definition of Architect engineer services as defined in 40 U.S.C. 1102 and FAR 36.6. The SDVOSB architectural firm must employ the principal Architect responsible for the design of this project and be heavily involved in all aspects of the design, including stamping drawings along with other team disciplines. A/Es signing drawings must be licensed; licenses are required at the time of award. Disciplines expected to be required: Architecture; Structural; Civil; Mechanical (HVAC); Plumbing; Electrical; Fire Protection; Industrial Hygiene; Interior Design; Surveying; Cost Estimating; Certified Physical Security Specialist; and other A/E services as defined by FAR 36.6 as necessary. Project Identification Renovate Specialty Clinics on 2nd Floor Project No. 517 22 202 A/E SCOPE OF WORK GENERAL: This project, Non-recurring Maintenance, will engage an architectural/engineering (A/E) firm to provide a complete design for a new renovation of our 2nd floor specialty and support space to create updated clinic spaces. This project would provide much needed improvements at the VA Beckley Campus. This project will require extensive assistance from the A/E interior designer as this is an area that is viewed heavily by Veterans, family, visitors, and staff throughout the day to day while in the building. Our facility presently does not have an interior designer on staff. Therefore, this will require the A/E interior designer to be heavily engaged with the VA staff throughout the entire process to achieve an aesthetically pleasing appearance to the 2nd floor. Although the project is for approximately 16,530 square feet on the 2nd, an all-inclusive concept will need to be created. This will lay the groundwork to provide a world class care setting for this hospital. This project will help reinforce the quality of care that our Veterans receive. The A/E would be expected to collaborate with other A/E firms involved in other projects throughout the facility. The renovation is anticipated to be extensive due to the building s original construction dating back to the 1950 s. Given its age, significant upgrades to all systems are expected to be necessary to meet current code, standards, and VA requirements. PURPOSE: The desired result is to provide improvements for approximately 16,530 square feet of specialty clinic space, located on the 2nd floor of BECVAMC Building 1. The renovation will provide our veterans with an updated central check-in and waiting area, improved wayfinding through updated layout, and improved traffic flows. It will also improve the clinic layout as the current clinic space was originally designed for medical surgical care. The 2nd floor has approximately 58,853 square feet that must be evaluated to determine the optimum location and layout for clinic space. The existing conditions for specialty clinics are spread over many floors of the hospital with hopes to bring or relocate most/many to the 2nd floor. This project would allow our facility to utilize a one-stop care approach by bringing services directly to our Veterans in their exam rooms. By creating correctly sized exam rooms it will help to accommodate the Veterans, their family, and caregivers who accompany them to their appointments. The design would also accommodate Veterans who use mobility scooters and larger wheelchairs. Veteran privacy will be enhanced by reducing foot and equipment traffic This project will renovate to provide space to meet VA guidelines. This project would establish a central check-in and waiting area for the 2nd floor clinics that would be easily accessible and accommodate Veterans and their caregivers. The waiting area would also improve efficiency and wayfinding, as well as increase Veteran satisfaction. LOCATION: Building 1, primarily on the 2nd floor of the VA Medical Center in Beckley, WV. PROJECT: This project includes but is not limited to the items listed below. The architect shall produce construction drawings for a full design encompassing all disciplines. Such as demolition and new construction, interiors, phasing plans for work, infection control plans, outages, mechanical and temporary access during construction, as well as furniture, fixtures, and equipment. VA Beckley has been approved for the renovation of the 2nd floor area and support space to create, expand clinics that will comply with VA guidelines. The architect shall verify and detail all utility moves and upgrades to support the renovation floorplans. All Construction drawings, including phasing, estimates, preconstruction risk assessment and specifications shall be provided to execute a turnkey construction project. The architect is to provide a plan for temporary relocation of existing clinical and support space to another location within the VA hospital (designated by COR), if needed. The architect will provide a solution for the entire area in the design. The architect will provide an interior designer to work extensively with the VA to develop a functional, safe, and aesthetically pleasing floor design. Construction period services 6.1 Submission review and/or approvals for 100% drawings, estimate and specification changes. 6.2 Site visits per VA request. 6.2.1 Minimum of 48 visits total (40 for design and 8 for construction). 6.3 Update drawings (as-built conditions from contractor red line drawings), and VA correspondence during construction. 6.4 A/E will respond on site within a twenty-four (24) hour period when requested. In conjunction with the onsite kickoff meeting, that will include VA clinical staff, an onsite planning session with our Administrative Quad will be required. The VA will provide existing drawings for informational purposes to the A/E firm to review prior to the planning session. During this session it is expected to have the 2nd floor reviewed to determine viable options for the location of the renovated clinics. The goal would be to obtain quad approval moving forward in the design process by choosing the clinic location that best suits the needs of our facility. After the planning session takes place, an onsite kickoff meeting will be needed. This meeting will involve VA staff and help further outline goals and needs of the project. The A/E firm will collaborate with the VA to develop and review differing layout options for further development at the 15%. The VA will conceptually approve the options before proceeding to the 15%. The intent is for the VA to give approval and/or any recommendations/input so the project can proceed working to the 15%. Interior Designer will be required for these meetings and will showcase what the overall goal would be for this project. The Interior Designer is expected to present general design concepts. One site visit by team. The A/E will be onsite to provide the 15% design review, the revised/enhanced options shall be presented that include existing and proposed space. The objective for the session is to collaborate with clinical staff, as well as, other VA staff within a design charrette format. The presentation and onsite A/E working session will review the provided options or combination of options/designs for VA to approve. The end goal is to approve and finalize the intended area to be renovated, evaluate, and determine the best layout with the working session, and further develop the chosen option finalizing any other goals. All presented options will need to be within budget. Interior Designer meeting will be required. Two site visits by team. At the 30% design review, the design option with estimated costs shall be presented based on the previous (15% review) in a design charrette. VA leadership will make a final option selection after the 30% review. The preferred options will be executed in the remaining design effort and rendered as 3D output provided to the VA. This expected deliverable should be similar to Revit software animation. Interior Designer meeting will be required. Four site visits by team. At the 60% design review, narrative report addressing bid deduct alternatives, construction phasing, design calculations or analysis, itemized cost estimate and specifications of the selected design shall be presented. The review will also include the architectural, structural, electrical, plumbing, HVAC, site, fire protection and phasing drawings. Interior Designer meeting will be required. Three site visits.
