Actuarial Analysis and Consulting Service

The Illinois Department of Healthcare and Family Services requires actuarial analysis, policy support, and rate development services for Managed Care Organizations participating in Illinois Medicaid. The selected vendor must develop, certify, and defend actuarially sound rates, review insurance filings and encounter data, assist with risk adjustment, support healthcare transformation waivers, and perform financial analytics. Eligibility is restricted to onshore USA organizations, and performance may occur onsite in Springfield, IL, or offsite. Bidders must submit pricing through fixed hourly rates for specified labor categories directly in the BidBuy Quote Items Tab. The State evaluates technical capability through submitted work examples from the last five years and evaluates cost based on firm-fixed rates established across two five-year pricing periods. All questions require submission no later than October 9, 2026. The contract term lasts ten years from execution, while the total estimated contract budget remains subject to proposal submissions without guaranteed expenditure.
