Construction Blue-Prints Indexing and Digital Management System

Pasadena Area Community College District requires professional services for a one-time Facilities Records Digitization and Information Management Project. The selected consultant must assess, inventory, organize, classify, digitize, index, and establish a sustainable information management repository for the agency's construction, maintenance, facilities, infrastructure, and related records spanning over 100 years. The requested scope includes eight phases covering discovery, records assessment, a pilot project, records preparation, high-resolution scanning, metadata indexing, OCR searchable content creation, repository development, and asset identification. Only onshore USA organizations are eligible to bid, and performance of the work will be offsite. Bidders must submit one electronic copy labeled "RFP # 27004 Submittal" through the District's PlanetBids portal by 10:00 A.M. on Friday, October 23, 2026; email, oral, telegraphic, facsimile, or telephone submissions will not be accepted. Bidders must submit all questions in writing via the PlanetBids Q&A section by 4:00 P.M. on Monday, October 12, 2026. The District evaluates proposals using a 100-point scale based on firm experience, qualifications, proposal responsiveness, cost, references, and exceptions to the agreement, with an optional 50-point interview stage. Bidders must submit proposed costs on Attachment G.
