Incarcerated Individual Healthcare Services

The County of Dutchess Division of Central Services seeks a vendor to provide comprehensive medical, dental, mental health, substance abuse, and pharmaceutical services 24/7/365 for incarcerated individuals at the Dutchess County Justice and Transition Center in Poughkeepsie, NY. The selected contractor must establish a site-specific healthcare model, provide counseling and programs, maintain complete health records, execute ongoing quality assurance audits, and distribute health statistics to administrative personnel. Only onshore USA organizations are eligible to bid for this opportunity. Interested vendors must submit all questions no later than October 23, 2026, and include a completed Attachment E Addenda Acknowledgement Form with their bid submission. The buyer will screen proposals for completeness and evaluate them based on five criteria listed in order of importance: technical approach and compliance, staffing plan and capacity, experience and reliability, cost, and technology and EMR system.
