Royalty Free Media Licensing Service

The City of Cleveland requires a royalty-free media asset subscription service to support TV20 government television cable broadcast productions and digital media platforms. The requested scope includes access to royalty-free music, sound effects, stock video footage, stock photography, graphic assets and MOGRT files, Premiere Pro and After Effects template projects and presets, and AI-powered text-to-speech and voiceover generation. The service must accommodate at least nine active user logins and allow perpetual, attribution-free use across local cable and online digital distribution. Only onshore USA organizations are eligible to bid, and performance of the work will be offsite.
