Microsoft License Service

The Virginia IT Agency seeks Microsoft License Service Providers to supply Microsoft products, online services, and reseller services. To be eligible, bidders must be USA-based organizations and certified Microsoft License Service Providers authorized to transact Microsoft cloud services for Government Community Cloud environments. Eligible entities must submit proof via a Microsoft-issued authorization letter or a Microsoft Partner Center verification document. Bidders must submit questions by October 7, 2026, ahead of the proposal due date on October 23, 2026, at 2:00 PM Eastern. The buyer will hold a pre-bid conference on October 1, 2026. Evaluation criteria include supplier experience, DSBSD-certified small or micro business status, subcontracting plans, and compliance with account management and general requirements. Price will be evaluated using a value-to-cost ratio rather than a numerical score.
