Behavioral Health and Recovery Training Support Services

The Washington State Health Care Authority (HCA) requires vendors to provide as-needed behavioral health and recovery training and support services for ongoing workforce development. The requested scope spans substance use disorder prevention, mental health promotion, behavioral health outpatient, residential treatment, inpatient psychiatric services, and recovery support services. Only USA-based organizations licensed to do business in Washington—or committed to becoming licensed—with at least three years of relevant experience in their selected categories are eligible to bid. Bidders must submit questions by September 16, 2026, and submit initial bids digitally via email or online by October 1, 2026, at 3:00 PM PT. HCA plans to award multiple contracts across categories, but awards carry no guaranteed minimum or maximum funding, with work order budgets determined on an as-needed basis. HCA will evaluate bids from October 6 to October 20, 2026, and announce apparent successful bidders via Washington's Electronic Business Solution on October 23, 2026.
