Public Health Response Framework Services

The City of Worcester Division of Public Health seeks a contractor to review and update the municipal-level All-Hazards Public Health Response Plan Framework for up to 45 communities in the Region 2 Health and Medical Coordinating Coalition (HMCC) and Region 2 Public Health Emergency Preparedness (PHEP) coalition. The contractor must gather information from each community, update frameworks, ensure alignment with HMCC plans and policies, review AAR/IPs, provide monthly reports, and deliver completed frameworks electronically. The contract term begins on the date of contract execution and ends June 30, 2027. Eligible bidders must be USA-based organizations approved by the Massachusetts Department of Public Health (MDPH). Bidders may submit proposals digitally via email or online, and offsite performance is permitted. The Selection Committee evaluates submittals using mandatory and comparative criteria, rating comparative responses as Highly Advantageous, Advantageous, Not Advantageous, or Unacceptable. The Purchasing Agent then recommends an award to the City Manager based on the most advantageous proposal considering evaluation rankings and cost proposals.
