Banking Services

The Housing Opportunities Commission of Montgomery County (HOC) requires banking services, including transactional banking services for payments, rent collection, agency reimbursements, account management, reconciliation, and technology tools. HOC also requires credit for property acquisition, maintenance, and working capital, and responding banks must commit to a Line of Credit that assumes current outstanding loan amounts. Eligible banks must be FDIC members, compliant with Community Reinvestment provisions, and onshore USA organizations. The contract term is two years. A virtual and telephone pre-proposal conference will occur at 11:00 a.m. on October 6, 2026. Bidders must submit questions to HOC’s OpenGov Procurement Portal by 12:00 p.m. on November 10, 2026. Proposals are due digitally via Email, Online, or OpenGov by 2:00 p.m. on December 17, 2026. An Evaluation Team will evaluate proposals up to 100 possible points, including weighted factors for lines of credit structure, flexibility, and pricing (25 points), and transactional services pricing (10 points). Firms scoring at least 80 points will be considered for an interview. Budget details state HOC is looking for proposals.
