Partner4Work seeks a vendor to implement a workforce development model delivering WIOA Title I-B adult and dislocated worker services in Pittsburgh, PA. The selected provider must engage employers, execute outreach and recruitment strategies for diverse jobseekers, and offer virtual service options. Only onshore, United States organizations are eligible to submit offsite performance proposals. Bidders must submit proposals digitally through the Partner4Work Submittable Portal by December 4, 2026, at 11:59 p.m. ET. Questions and registrations for the bidder's conference are due October 12, 2026, while general written questions must be submitted to [email protected] by November 11, 2026. A pre-bid meeting occurs on October 14, 2026. Partner4Work evaluates proposals using a 100-point scale based on the organization description, program narrative, budget and narrative, and attachments. The initial contract term runs from July 1, 2027, through June 30, 2028, with the possibility of up to three annual renewals. Bidders must supply proposed budgets using the required budget template and narrative instructions.
