Salary Survey and Benchmark Compensation Study Services

MassHousing seeks a compensation consultant to perform a Salary Survey and Benchmark Compensation Study that evaluates the agency's salary structure and compensation practices against relevant external labor markets. The selected vendor must conduct a market salary survey using comparable benchmark organizations, complete all analysis and recommendations for revised salary ranges within an agreed timeframe, and provide a final deliverable containing recommended salary ranges and wage comparisons. The consultant must also meet with the Executive Team and designated agency representatives to deliver a written presentation upon study completion. Eligible USA-only vendors must perform work onsite and submit digital proposals via email or online by 5:00 PM Eastern Time on October 16, 2026. A selection committee will evaluate proposals based on responsiveness to RFP requirements, demonstrated experience and qualifications of the respondent and staff, overall cost-effectiveness, and past performance based on references. MassHousing will treat proposed cost estimates as not-to-exceed quotations and intends to award one or more contracts to the respondents offering the proposal most advantageous to the agency.
