Employee Benefits Consulting Services

The City of St. Louis Department of Personnel, Employee Benefits Section, and the Insurance Committee seek proposals for employee benefits consulting services for active employees and retirees. The scope includes reviewing and recommending plan designs, healthcare provider networks, discounts, pharmacy plans, and rebates, as well as providing clinical algorithm comparisons, ongoing plan analysis, cost projections, renewal strategies, and compliance support offsite. Only onshore USA organizations are eligible to bid. Interested parties must submit an Intent to Bid to the City by October 9, 2026, submit questions by October 16, 2026, and deliver electronic signed proposals digitally via email or online by November 4, 2026. Responsive proposals will be evaluated on criteria including questionnaire responses, specialized administration experience, staff qualifications, fee structure, cost control track record, financial resources, and the ability to deliver proactive, innovative solutions. Selected bidders must comply with annual processing requirements, including submitting a business license, notarized Unauthorized Alien Affidavit, and certificates of liability and errors and omissions insurance.
