Web-Based Mass Notification System

The buyer needs a fully hosted, single, integrated, web-based emergency mass notification and public alert system to support high-volume, time-sensitive notifications. The vendor must provide scope including public safety alerts via reverse 911 and IPAWS connection, direct automated SIS integration via secure API, a dedicated iOS/Android mobile administration app, automated FERPA-compliant subscriber management, and 24/7/365 customer support for emergency issues. Work performance will occur offsite. Only onshore USA organizations are eligible to bid. Bidders must submit proposals electronically by clicking "Submit E-Bid Proposal" within the online portal, entering requested contact details and total bid amounts, and uploading required documents. Bidders must submit all questions no later than October 8, 2026. The contract period will run for five years, and the buyer is actively seeking proposal pricing to establish the budget.
