Sierra Leone - Village Savings and Loan Associations Digitization Service

UNDP requires a scalable, secure, and user-centric digital platform to digitize at least 250 Village Savings and Loan Associations (VSLAs) in Sierra Leone. The selected vendor must perform inception reviews, co-design solutions with partners, and build a digital platform with automated group processes, secure accounts, and data protection. The contractor will integrate this platform via APIs with banks, mobile money operators, microfinance institutions, and third-party KYC providers to connect smallholder farmer members to formal financial services. Only onshore Sierra Leone organizations are eligible to submit proposals for this offsite work. Bidders must have the legal capacity to enter a binding contract with UNDP, avoid conflicts of interest, and register on the UNGM prior to contract signature if selected. Joint ventures must designate a lead entity and submit a notarized agreement. Proposers must submit quotations digitally in the specified portal currency through the NextGenERP supplier portal by the deadline stated in the online system. Bidders must submit clarification questions directly through the portal messaging functionality. UNDP evaluates offers according to its policy, rejecting non-compliant proposals or alternative offers that lack a conforming bid. Bidders must submit proposals with firm prices and are invited to propose their budget.
