Professional Development, Technical Assistance, and Evaluation Services

The Maine Department of Health and Human Services requires professional development, technical assistance, and evaluation services for Maine's School-Based Health Centers. The contractor must collect, aggregate, and analyze biannual de-identified electronic health record data, build systems to compile data across multiple provider platforms, ensure data protection protocols, and support quality improvement initiatives. Additionally, the contractor must develop and conduct at least five annual professional development meetings focused on skill-building, operational improvements, and data reporting accuracy for medical and behavioral healthcare. Only US organizations operating offsite are eligible to bid. Proposals require a fixed-amount cost proposal covering the initial period of performance, and pricing must remain firm for 180 days. Evaluation scoring utilizes the proposed total fixed cost from Appendix G alongside the technical qualifications, experience, litigation history, and proposed work plan submitted in the required appendix forms.
