The City of Greenville seeks public art consultants, art consulting firms, or artists management companies to oversee the selection, coordination, and management of mural artists for the Richardson Breezeway Artwork Management Project. The selected contractor must locate, recruit, and manage four to six mural artists of varying experience levels to create integrated, destination-quality visual designs for an urban passageway. Only onshore United States organizations are eligible to bid. Offerors must submit proposals through the Document Upload link on the project's Bid Page no later than October 28, 2026, at 2:00 p.m. ET, and send an email inquiry to confirm receipt. The city enforces an October 13, 2026, deadline at 2:00 p.m. ET for questions and explicitly rejects telephone, email, or facsimile proposals. An evaluation committee will score responsive proposals based on qualifications and experience, project approach, references, cost proposal, and MWBE goal criteria, with potential additional points for short-listed interviews. The city will conduct competitive negotiations starting with the highest-ranked offeror to establish a fair and reasonable contract price.
