Professional Planning Services

Manatee County requires professional planning services to develop the Manatee County Form-Based Code. The scope encompasses comprehensive planning, urban planning, architecture, landscape architecture, civil engineering, transportation, environmental and natural resources, surveying and mapping, and coastal or marine services. Only onshore U.S. organizations authorized to do business in the State of Florida are eligible to bid, and the vendor must perform the work offsite at their office premises. Proposers must submit sealed responses in person or via express mail to the Manatee County Building in Lakewood Ranch, Florida, by November 3, 2026, at 11:00 AM ET. Bidders must email all questions or clarification requests to the designated procurement contact by October 15, 2026, at 2:00 PM ET.
