Description

AI Generated

The buyer requires an electronic invoicing solution covering both Procure to Pay (inbound) and Order to Cash (outbound) end-to-end processes for Business-to-Business and Business-to-Government transactions. The proposed solution must use machine learning and artificial intelligence-driven technologies from the moment an e-invoice is sent or received, support relevant regulatory evolutions, and remain viable for the next five years. Through this Request for Information, the buyer seeks to evaluate commercial software, architectural approaches, implementation methodologies, security capabilities, and indicative pricing to inform a future procurement. Only onshore United States organizations are eligible to submit responses for this opportunity. The selected vendor must perform all work offsite at its own office premises. The buyer requests commercial information and proposals to establish the project budget, but the text does not state submission deadlines, submission methods, question schedules, or proposal evaluation criteria.

The NATO Communications and Information Agency (NCIA) has issued a Request for Information (RFI) to identify qualified vendors and gather input on potential solutions to support the upcoming acquisition for commercially available electronic invoicing (e-invoicing) solutions and managed services supporting both Accounts Payable (AP) and Accounts Receivable (AR) processes.

To that end, NCIA is issuing the attached RFI to solicit feedback from capable and interested industry partners. This RFI is issued for planning purposes only and is not a request for bids. It is part of NCIA’s effort to ensure it has a clear understanding of the marketplace, available capabilities, and potential acquisition strategies. NCIA values your insight and invites you to:

1) share relevant corporate capabilities and experience; 2) review and comment on our draft requirements with a view to providing recommendations for improving performance outcomes, competition, and efficiency; and 3) identify any risks or concerns that should be considered during planning.

The future solution is required to support multiple invoice standards and formats, electronic invoicing networks, infrastructure and platforms and integration mechanisms while remaining sufficiently flexible to accommodate future regulatory and technological developments. At this stage, NCIA has not selected a preferred technical approach or deployment model. Through this RFI, NCIA wishes to better understand available market offerings before defining detailed functional, technical, and contractual requirements

NCIA requests to receive responses no later than 12:00 hours Central European Time (CET) on 06 November 2026.

Do NOT submit your RFI response to the Department of Commerce. Submission instructions and additional details can be found in the RFI (attached).

The NCIA reference for this RFI is RFI-191957, and all correspondence concerning this matter should reference this number.

NCIA thanks you in advance for your time and input, and looks forward to engaging with you as it shapes this potential acquisition.
