Federal Legislative Advocacy Services

The Metropolitan Water District of Southern California seeks a consultant to provide offsite federal legislative advocacy services. The selected vendor must offer strategic guidance to develop and implement federal advocacy strategies, engage with key congressional offices and federal agencies, and assist with legislative correspondence, testimony, hearing questions, and appropriations requests. Only USA-based organizations are eligible to submit proposals for this one-year contract, which includes annual option years. Applicants must submit their responses digitally via email or online, along with completed compliance forms, a fee schedule, contact information, and potential conflict of interest disclosures. All questions regarding the solicitation must be submitted no later than October 14, 2026.
