Fiscal Intermediary and Financial Cash and Counselling Services

The State of New Jersey Department of the Treasury, on behalf of the Department of Human Services, requires statewide fiscal management, bill payment, and administrative services for Trenton-based government programs. The selected vendor must provide fiscal intermediary and financial cash and counseling services under the Vendor Fiscal/Employer Agent model. These services will allow participants to self-direct and manage services and budgets within their plans of care across multiple state programs. Only onshore, United States organizations are eligible to bid. Bidders must submit quotes electronically by November 24, 2026, at 2:00 PM Eastern Time via www.njstart.gov, and submit electronic questions by October 23, 2026, at 2:00 PM Eastern Time. The state will hold an optional pre-quote conference on October 8, 2026, at 10:00 AM Eastern Time. Vendors must submit proposals seeking contract award for performance offsite and onsite, with pricing structured under an all-inclusive Per Member/Per Month Rate or a Monthly Management Fee.
