Adoption Transition and Foster Care Support Services

Oswego County is seeking proposals from qualified child welfare agencies located in the USA to deliver comprehensive adoption transition and foster care support services. The selected contractor must provide trauma-informed care, perform at least two face-to-face monthly community visits per child, deliver age-appropriate adoption education, record case notes in the state Connections system, and handle case planning and pre-adoptive family recruitment. Direct field staff must hold a Bachelor’s degree in social work or a related field, a valid NYS driver's license, and an inspected vehicle. Proposers can submit digitally via BidNet or deliver one original and one electronic flash drive copy to the County of Oswego in New York by 2:00 p.m. on November 4, 2026. The question deadline is October 21, 2026. Submissions must include a written narrative detailing experience, staffing qualifications, performance evaluation methods, references, required cover forms, proof of insurance, and a cost estimate with per hour, per diem, and annualized costs. Administrative costs cannot exceed 15% of the requested funds. The County will evaluate proposals based on agency experience, proposal quality, and staffing qualifications for a one-year contract.
