Land Development Code Update Service

The City of Fort Myers, Florida seeks qualified multidisciplinary consulting firms or teams to comprehensively rewrite its Land Development Code (LDC). The updated LDC must implement the City's updated Comprehensive Plan, reflect contemporary planning practices, comply with applicable laws, improve predictability, and address context-sensitive redevelopment. The scope includes project management, code assessment, addressing regulatory barriers for infill and reuse, onsite work performance, and completing defined project tasks over a one-year contract term. Eligible USA-based respondents must have been in business under their current firm name for at least five consecutive years, be qualified to do business in Florida, and hold required professional liability insurance. Interested parties must submit proposals using the City's electronic bidding system via the OpenGov portal. All questions must be submitted through the portal by October 23, 2026, following a non-mandatory pre-bid meeting on October 16, 2026. Proposals will be evaluated by a selection committee based on established criteria, with procurement calculating a cost score worth up to 8 points using a mathematical formula based on the lowest total evaluated cost.
