Norway - GLOBAL - Web Based E-Learning Development and Hosting Course Platform

Norwegian Church Aid requires a qualified vendor to design, configure, host, and maintain an online e-learning platform for its Adolescent Sexual and Reproductive Health training programme. The selected provider must upload supplied materials, establish a user-friendly interface compatible with mobile and desktop devices, and configure self-paced modules. Scope requirements include creating discussion forums, reflection spaces, and end-of-course feedback tools, as well as providing technical support, administrator orientation, and testing. Eligibility is global, and qualified e-learning providers with proven experience developing learning management systems may apply. Applicants must offer the totality of the required services and submit a signed Proposal Submission Form, evidence of technical capacity, and registration certificate copies. Submissions must be delivered digitally via email to [email protected] by October 9, 2026, at 17:00 CEST. Evaluation follows a quality and cost-based selection method weighted 75% for the technical proposal and 25% for the financial proposal. Technical criteria evaluate understanding, platform functionality, portfolio experience, project management, and platform support plans. Candidates must state a global remuneration price in their chosen currency, with proposals remaining valid for 30 days post-closing. Work will be performed offsite at the vendor's premises.
