Co-Developer Partner Service

The Housing Authority of Pompano Beach (HAPB) requires a co-developer partner to establish a pool of qualified developers to expand affordable housing opportunities in Pompano Beach, Florida. The scope of work includes funding all pre-development expenses out of closing proceeds, securing equity and debt funding such as LIHTC and bond allocations, managing design, permitting, and construction, providing financial guarantees, and sharing developer fees with the agency. Eligible applicants are financially sound USA entities in good standing with HAPB and government bodies, legally authorized to do business in Florida, with at least five years of experience in project management and affordable housing. Proposals must be submitted by mail or in person to Executive Director Lennard N. Robinson by 3:00 P.M. on November 5, 2026, or digitally via email or online, while all questions must be submitted by October 26, 2026. Evaluation criteria allocate up to 100 maximum points based on respondent experience (25), staff experience (20), proposed ownership/fee structure (20), methodology (15), respondent risk (10), and MBE/WBE and Section 3 goals (10).
