Port Development Program Leadership Development Series Services

The Alabama Port Authority (APA) is seeking proposals under RFP# APA-2026-HR-PDP-001 from qualified onshore USA leadership-development providers to design and deliver a six-class Academic Development series for its eighteen-month Port Development Program. The selected contractor must participate in an initial planning meeting, customize course content for the Port's environment, provide qualified facilitators, and deliver six instructor-led, in-person classes covering self-leadership, communication, leading others, leading teams, leading change, and leading the organization. Scope requirements also include offering assessments with individual debriefs, participant materials, attendance tracking, a midpoint check-in, and a final summary. Only USA organizations are eligible to bid, and performance will take place offsite with training delivered for the government authority in Mobile, Alabama. Submissions must consist of two separate electronic PDF files: Volume I for Administrative Requirements and Pricing, and Volume II for the Technical Proposal. Questions must be submitted no later than October 21, 2026. Non-price evaluation criteria combined are significantly more important than price and consist of Qualifications and Relevant Experience, Curriculum and Instructional Approach, and Facilitators, Availability and Program Management. The contract term covers the eighteen-month program period starting upon award signature, with an anticipated program start in January 2027.
