Comprehensive Plan Services

The City of Orangeburg, South Carolina, seeks a qualified professional consultant to update its 2017 Comprehensive Plan. The selected vendor must analyze existing and future conditions, make recommendations aligned with community goals, host an inclusive public engagement process, and collaborate with staff to create an implementation strategy identifying projected costs and funding options. The plan must address elements including population, economic development, natural resources, cultural resources, community facilities, housing, land use, transportation, and priority investment. The opportunity is open to onshore US organizations, and the city reserves the right to give additional consideration to qualified local consultants. Applicants must submit five signed hard copies and one PDF soft copy via Beacon Bid by November 30, 2026, at 1:00 PM. Written questions are due by October 30, 2026. Submissions must include a firm history, key personnel resumes, two recent similar work samples, confirmation of the timeline, and a "Not to Exceed Cost" proposal. Proposals will undergo administrative review and evaluation by the City Manager, with final selection determined by the City Council. The vendor must complete all work by October 1, 2027.
