Lighting and Paid Parking Services

The Delaware River and Bay Authority seeks a contractor to perform lighting and paid parking services at Wilmington Airport in New Castle, Delaware under Contract No. ILG-25-03. The project scope includes removing the existing asphalt lot, constructing a new 30,000 SF asphalt parking lot with grading, removing trees, spoiling materials on-airport, installing fencing, lighting, signage, shelters, stormwater systems, pavement markings, and setting up DRBA-supplied parking equipment. Additive Alternate No. 1 involves constructing an additional 1,125 SY asphalt parking area with pavement markings. Eligibility is limited to USA organizations that register as vendors and subscribe to the project in CapEx. Bidders must submit required sealed bid forms, a bid guaranty, and either an electronic or hard-copy numeric bid to the DRBA Procurement Department by 11:00 a.m. local time on November 10, 2026. A non-mandatory pre-bid meeting is scheduled for October 9, 2026, and written questions must be submitted via CapEx at least six business days before bid opening. Subcontractors performing over $100,000 in work must submit a completed Qualification Questionnaire with the bid. The construction cost is estimated between $2,000,000 and $3,000,000, and work is expected to begin in spring 2027.
