Office of Emergency and Security Services

The Alameda County Water District seeks proposals from onshore USA organizations to provide offsite program optimization consulting services for its Office of Emergency and Security Services program in Fremont, California. The selected vendor must deliver a detailed organizational, workflow, and business process optimization plan that identifies redundancies and opportunities for efficiency in workflow processes, staffing, classification options, and contract service providers. Only USA organizations are eligible to submit proposals. The District will hold a pre-proposal meeting on October 14, 2026, and all questions must be submitted by October 16, 2026. Applicants must submit proposals digitally via the District's E-Procurement Portal or by email. Submissions must include a signed Letter of Introduction, a Table of Contents, descriptions of at least five similar projects, personnel qualifications and resumes, a work plan with a schedule, a firm-fixed cost proposal with hourly rates, and all required forms from Appendix A. Payment will occur monthly upon invoice approval up to a specified not-to-exceed contract amount.
