Parking Access and Revenue Control System

The Grand Junction Regional Airport Authority (GJRAA) is soliciting proposals for a turnkey, fully functioning Parking Access and Revenue Control System (PARCS) at the Grand Junction Regional Airport in Colorado. The buyer requires a single prime contractor to provide all civil, electrical, engineering, mechanical, administrative, hardware, software, and equipment services needed to deliver and install the complete system. The requested scope includes multi-platform reservations, parking validations, cash and digital customer payment options, a loyalty program, airport access control, required civil work, spare parts kits, a 100% performance bond, and a minimum of 80 hours of training over two weeks. Only onshore US organizations are eligible to submit proposals, and participation in a mandatory pre-proposal meeting and site visit on October 13, 2026, is required to bid. Proposers must submit questions via bid.net by 4 p.m. local time on October 20, 2026, and responses can be submitted digitally via email or online. Mandatory application requirements include completing the E-Verify certification and non-collusion affidavit, presenting guaranteed 5-year ongoing pricing, listing itemized equipment and recommended spare parts, and demonstrating the ability to provide the performance bond. Proposals will be evaluated based on pass/fail compliance with equipment specifications, pass/fail willingness to provide a performance bond, manufacturer experience and support capabilities (30%), pricing (20%), and other criteria specified in the request.
