Business Network Business Support Service

The Department of Business Affairs and Consumer Protection seeks delegate agencies for the Neighborhood Business Network - Business Support program. Selected agencies will deliver no-cost offsite support services to local businesses, including business planning, strategic growth, exit strategies, feasibility studies, and proactive outreach regarding funding, regulatory changes, and licensing. Only USA-based onshore organizations are eligible to apply. Applicants must register and submit responses electronically via the City of Chicago iSupplier portal by November 6, 2026, at 12:00 PM Central Time. Questions are due by October 20, 2026, at 12:00 PM Central Time, and a virtual pre-submittal conference takes place October 13, 2026. Proposals require completed Work Program and Program Budget Forms, an organization overview, and past performance data. Evaluations will assess Program Design (40 points), Program Strength (25 points), Performance Management (15 points), Organizational Capacity (10 points), Budget Management and Cost Effectiveness (5 points), and Overall Responsiveness (5 points). The anticipated contract term begins January 1, 2027, through December 31, 2027, with options to extend for two additional one-year periods. BACP intends to award between 60 and 80 delegate agency agreements funded through the City's Corporate Fund.
